Uganda’s urban areas are experiencing rapid growth, presenting significant transportation challenges for individuals with disabilities, particularly amputees. Implementing Assisted Transportation Services based on localized Global NEMT industry standards is essential to address these challenges and promote inclusive public mobility in uganda

1. High Incidence of Road Traffic Accidents Leading to Disabilities

Uganda faces a substantial number of 3605 daily road traffic incidents, with reports indicating that road traffic crash deaths account for approximately 6.27% of total deaths in the country. These accidents often result in severe injuries, including amputations, increasing the population requiring specialized transportation services.

2. Inaccessibility of Public Transport for Amputees

Public transportation in Uganda, including buses and taxis, often lacks necessary accommodations for individuals with mobility impairments. Challenges include inadequate interior designs of vehicles and unfriendly infrastructure, such as pavements obstructed by various obstacles, making it difficult for amputees to access these services.

3. Importance of NEMT for Healthcare Access

Amputees frequently require ongoing medical care, including rehabilitation and prosthetic services. Without NEMT, accessing these essential health services becomes a significant challenge, potentially leading to deteriorating health outcomes.

4. Economic and Social Participation

Reliable transportation is crucial for amputees to engage in employment, education, and social activities. NEMT services facilitate their active participation in society, reducing dependency and enhancing their quality of life.

5. Alignment with Sustainable Development Goals (SDG) 11.4

Implementing NEMT services aligns with SDG 11.4, which emphasizes making cities inclusive and accessible for all, including persons with disabilities.

6. Initiatives by Organizations

Organizations like the Amputee Self-Help Network Uganda and S-AFRIC DASUNS NEMTA are advocating for the development of assistive transportation solutions. For instance, S-AFRIC has emphasized the need for vehicles equipped with assistive technology to create a disability-inclusive community.

7. Role of Kampala Capital City Authority (KCCA)

KCCA can play a pivotal role by integrating A.T.S services into urban planning, ensuring that transportation infrastructure accommodates the needs of amputees and other individuals with disabilities.
